Most Kerala home budgets fail before construction starts, in a decision that was assumed, skipped or left off paper. Budget, timeline, approvals: one part each, four minutes each.

Budget

The rate is not the price.

Many construction quotes in Kerala are given as a rate per square foot. That number describes built area, not specification and not scope. Two quotes at the same rate can mean different things: one has priced CPVC plumbing and FRLS copper wiring, the other standard PVC and wire of no stated gauge.

A rate usually covers the building rather than the property. Items such as the compound wall, gate, driveway, drainage and utility connections are often outside it. This is not usually deception. Most families do not know what to ask.

Settle before you sign
An itemised bill of quantities, not a rate, before the work agreement.
Every exclusion on its own line, priced or marked "not included".
Payments tied to nine stages you can see, never to dates.

The bill of quantities

A bill of quantities (BOQ) lists every material, brand, quantity, unit rate and total before work begins, as a commitment rather than a description. When it names the cement and reinforcement grades, the approved manufacturers and the sand specification for each application, the contractor cannot substitute without your written approval and a rate adjustment. When it says Jaquar, Grohe or Kohler for the sanitary fittings, there is no argument on site about what gets installed.

A Rzian Homez BOQ runs in ten sections: site preparation and earthwork; foundation and plinth; superstructure; roofing and waterproofing; doors and windows; flooring and wall finishes; plumbing and sanitaryware; electrical; painting and external finishes; and exclusions and client-supplied items, one line each. Rates, quantities and totals are specific to each project and are shared with you privately.

The tile is chosen on paper, not on the slab.

Nine exclusions to look for

Scope gaps are items outside the building that the quote never covered. Specification gaps are items inside it priced at a basic grade. Both belong in the BOQ before you sign.

Compound wall and gateIts own head, with a specification.
Driveway and pavingPaver, concrete or stone, stated.
Utility connectionsKSEB and KWA, plus any line extension the plot needs. On semi-urban and rural plots, often the largest item nobody mentioned.
Septic or sewerAn approved on-site system where no public sewer exists.
Soil investigationScope decided by the geotechnical or structural professional for your site.
Permit feesSet by the local body by area, occupancy and rules. Never part of a rate.
Waterproofing, by locationPlinth, terrace, wet areas and the compound gradient, each named as a treatment.
LandscapingLawn, planters, boundary planting.
InteriorsKitchen, wardrobes, loose furniture. Usually the last large bill; contracted separately.

Specification gaps hide inside the rate: ceramic where you expected vitrified, unbranded wire with no gauge, standard PVC on hot-water lines, a hollow flush door where a hardwood external door was assumed, "sand" with no type. Everything that says "standard" in a quote should have a specification next to it.

Nine payment stages, each after work you can see

A date-based schedule pays for work that has not happened yet, and you have no hold on the builder once the money has moved. The amount at each stage is in the payment schedule you receive with the BOQ. Before any stage is released, ask for three things: dated photo or video of that stage, the engineer's confirmation, and your own sign-off.

What the contract commits to

Extra works outside the BOQ are quoted separately, in writing, before they are executed. Items not in the BOQ are not part of the contract. The final cost is held within plus or minus five percent of the contracted value.

Steel, cement, sand and aggregate prices move during a build. Who absorbs a change depends on the contract. Price changes become your risk when the BOQ is silent on the rates, their validity period, how escalation is treated and what specification the rates apply to. A BOQ that states all four is the protection.

The Rzian Homez 270-day programme runs from start of construction to handover and is written into the work agreement. It is our programme, not a general Kerala construction timeline. What decides whether it holds is the work done before day one.

Walk the plot after heavy rain if you can. Standing water at the boundary tells you more about drainage than any listing photo.

It holds because structure, services and finishing overlap instead of waiting on each other. Reinforcement, concrete and finishes follow the structural design and the project BOQ for each element. Ask any builder quoting a programme which stages run in parallel on their site plan. If the answer is none, the number on the brochure is an estimate, not a schedule.

Changes after construction starts are the most unpredictable cost in a build. A wall moved on a drawing costs a revision. The same wall moved after the foundation is poured costs demolition, rework and re-coordination across trades, because each stage locks in the ones before it. The prevention is a complete, approved design before excavation: floor plans, elevations, sections and a room-by-room specification, signed off.

Approvals

Confirm the plot's rules first, then design around them.

Building in Kerala is governed by the KMBR (Kerala Municipal Building Rules) inside municipal and corporation limits, and by the KPBR (Kerala Panchayat Building Rules) in panchayat areas. Which set applies is decided by where your plot sits, not by preference. The current KMBR notification is S.R.O. No. 1240/2025. The rules have been amended more than once, so any figure you read online, including on this site, is a starting point to verify against the current notification.

Four things the rules decide before design
Setbacks: how far walls sit from each boundary. Front, side and rear scale with plot size and road width.
Floor area ratio: the total built-up area across all floors your plot and road allow.
Height.
Which drawings a licensed professional must file, and whether Coastal Regulation Zone clearance comes first.

The approval sequence

Land title and tax verificationClean ownership, an encumbrance certificate with no unresolved claims, cleared property tax. An unclear title stalls every step after it.
Building plan submissionOnly a licensed architect or civil engineer registered with the local authority can submit. Drawings must comply on the first submission; a plan sent back pushes every later date, including the day you can legally break ground.
Permit issued, then constructionNever retroactively. Work tracks the sanctioned plan; any change goes through an amended approval before it is built.
Plinth-stage inspectionSome local bodies inspect at plinth level to confirm the build matches what was approved.
Completion and structural stability certificatesFiled at handover; they close the loop and enable occupancy and a permanent utility connection.
Build what was approvedCloser to the boundary, an extra floor, a garage made a room: it surfaces at sale, at the completion certificate, at a loan or a survey. Regularisation, where possible, costs fees; where not, the portion comes down at your expense.

Who does what

You
  • Building permit, statutory approvals and utility connections are the client's responsibility.
  • If you are abroad, a registered power of attorney lets a trusted person sign permit applications, utility forms and payment authorisations. Have it in place before construction starts; confirm the format, notarisation and registration steps with a Kerala-based lawyer.

Six questions for any builder

Can I see the project schedule before I pay?A baseline schedule with stages, overlaps and a handover date, not a rough estimate.
Are all material specifications written in the contract?Steel, cement, sand, brick, windows, tiles, waterproofing, sanitaryware. "Approved equivalent" without a named standard is a substitution window left open.
Are payments tied to construction milestones?Ask to see the payment schedule beside the construction schedule.
Who is the on-site supervisor?The person on your site every day matters more than the person in the sales meeting. Ask how many sites they currently manage.
What is excluded?In writing. Compare builders on total project cost against an identical scope, not on the rate.
What happens contractually if the handover date is missed?Ask to see the clause.
